Does Colors link properties to expressions?

No. Even though this feature is helpful, Colors wants to stay out of your way. Applying a color simply edits the color property in After-Effects.

The Recolor feature helps you easily find all things with the same color and change them all at once if you need to do that :)

Does it really generate new palettes?

It does. It uses cool techniques to come up with beautiful palettes on the spot. There isn’t any long list of pre-existing palettes behind the scenes.
